General Rules that apply to all WMSL League Play

GENERAL RULES 
General rules that apply to all WMSL League play.:

1. FIFA Laws of the Game shall apply except as amended herein. See age specific rules for details.
2. Lack of knowledge of these Rules will not relieve any Coach, Team Official, Parent or Player of a team from the responsibilities and possible penalties herein.
3. Coaches are responsible for the conduct of their players and spectators. If a spectator's conduct warrants the issuance of a yellow and/or red card, it will be awarded to the coach. 
4. The referee(s) are in complete charge of the field and adjacent areas from the time they arrive at the game site until they depart. The referee(s) is empowered to:
    -Rule on what equipment or accessories are considered dangerous;
    -Issue yellow or red cards during that entire period;
    -Terminate a game for coach, players, or spectator misconduct.

 

ADAPTATIONS:

PLAYING FORMAT:
4v4. No goalkeepers. 

EQUIPMENT:
Shin guards are required and must be covered entirely by socks. Baseball and football cleats are not allowed. A player must not use or wear anything that is dangerous to himself or another player.


BALL SIZE:
Size 3 


GOAL KICKS:
May be taken from any point on the end line. 


OFFICIAL TEAM ROSTER: 
Each team must submit an official roster. All players must be listed on the Official Team Roster prior to the team’s first scheduled game time. Teams cannot add players after the start of their season.


KICK-OFF:
Kick offs are indirect kicks and may be taken in any direction.


KICK-INS:
The ball shall be kicked into play from the sideline instead of thrown in. Players may not dribble in bounds. 


FREE-KICKS:
All free kicks shall be indirect.


SUBSTITUTIONS:
Substitutions may be made at any dead-ball situations, regardless of possession. Teams must get the referee’s attention and players are to enter and exit at mid-field. There are no substitutions on the 'fly'.


COLOR CONFLICT:
In cases where the referee deems there to be a color conflict the home team (listed first on the official schedule) will be responsible for changing their uniforms


GAME DURATION:
The game shall consist of four 10-minute quarters all separated by a two-minute break. 


HEADERS:
When a player deliberately heads the ball in a game, an indirect free kick should be awarded to the opposing team from the spot of the offense


FIVE YARD RULE: 
In all dead-ball situations, defending players must stand at least five yards away from the ball. If the defensive player’s goal is closer than five yards, the ball shall be played five yards from the goal box in line with the direction of play prior to the penalty


INCLIMATE WEATHER:
WMSL staff reserves the right to modify, reschedule, or cancel games due to inclement weather. The League Director has the right to move or reschedule games, as well as the right to shorten game lengths. Every effort possible will be made to play the games. Scores will be considered final if a match is over halfway complete when the cancelation occurs. 


BUILD OUT LINE:
For every goal kick, the other team has to go back to the half line of the field and allow the team with the ball to get the ball into play before attacking. 


FORFEITS: 
Teams are given five minutes from scheduled game time, or from delayed start time due to unforeseen circumstances, before a forfeit is issued by the referee. A team needs a minimum of 3 players to complete. Foreits will be scored 3-0.

U5/U6 Specific Rules


SCORE:
Score will not be kept


CORNER KICKS:
No corner kicks


PLAY DIRECTION:
Teams will not change directions at halftime


KICK INS:
Players will be given a 2nd chance if the kick never comes in bounds.


THE GOAL BOX: 
The goal box rule does not apply. 


PENALTY KICKS:
No Penalty kicks

U7/U8 Specific Rules


SCORE:
Score will be kept and awards will be given to 1st and 2nd place upon completion of the season. 


CORNER KICKS:
Corner kicks will be awarded per FIFA Rules of the Game


PLAY DIRECTION:
Teams will change direction at halftime.


KICK INS:
Players will be given a 2nd chance if the kick never comes in bounds.


LATE ARRIVALS:
Players who arrive after check in cannot enter the game until they are cleared by the referee. Coaches are responsible for making sure a tardy player visits with the referee upon completion of the quarter. 


THE GOAL BOX:
The goal box, ten feet wide by six feet long, is directly in front of the goal. There is no ball contact allowed within the goal box, however, any player may pass through the goal box. If the ball comes to rest in the goal box, a goal kick is awarded regardless of who touched the ball last. Any part of the ball or player’s body on the line is considered in the goal box. If a defender touches the ball in the goal box, a goal is awarded to the offensive team. If an offensive player touches the ball within the goal box, a goal kick is awarded to the defensive team.


PENALTY KICKS: 
Shall be awarded if, in the referee’s opinion, a scoring opportunity was nullified by an infraction (the infraction does not automatically result in a red card). Penalty kicks are DIRECT kicks taken from the center of the midline with all players (on both teams) behind the mid-line. Penalty kicks are dead ball infractions. If a goal is not scored, the defense obtains possession with a goal kick.


NO PETS ALLOWED AT PRACTICES OR GAMES.
